    Hi Ryan_Bernal

    Another solution for the formatting might be.
    Rule 1 Green: =COLUMNS($E$3:E3)<=$B$3
    Rule 2 Red: =AND(E$3<>"",COLUMNS($E$3:E3)>$B$3)
