    Another option is a Desktop shortcut:
    Right click on a space on the desktop , then New -->Shortcut , enter something like one of these
    C:\Windows\explorer.exe ::{7007ACC7-3202-11D1-AAD2-00805FC1270E}
    explorer.exe ::{7007ACC7-3202-11D1-AAD2-00805FC1270E}
    C:\Windows\System32\ncpa.cpl
    ncpa.cpl
