Try this as an array formula
=INDIRECT("B"&MAX(IF(TEXT($A$2:$A$218,"dd-mmm-yyyy h:mm")=TEXT(H10,"dd-mmm-yyyy h:mm"),ROW($B$2:$B$218)*NOT(ISBLANK($B$2:$B$218)), FALSE)))
Replace with the convenient instead of "dd-mmm-yyyy h:mm"
