    Conditional format in Sheet2!B2=SUMPRODUCT(LOOKUP(rngColors,Vect,Rslt)), and equate it to >=13 for Green, >=9 for Red and >=5 for Yellow

    Where,

    rngColors=Sheet1!$C$7:$P$7
    Vect={"G","S",0}
    Rslt={2,1,0}
