Size limitation on Uploads

Why is the size limitation set so low. I was attempting to upload an zipped Access file ~3 Megs and the system coughed and threw up. If you have the ability to upload files to assist others, why is the limitation set so low?

Unfortunately we can't allow users to upload heavy files here. However, if you wish to post such files, upload it either Skydrive or Box and give the link here.
